Roles of the parties in Wynyard Quarter:

PUBLIC WORKS

      PRIVATE WORKS


   AUCKLAND CITY COUNCIL
Local authority and land use regulator controlling land use through the District Plan
Will notify Plan Change to enable Wynyard Quarter to proceed
Provides public infrastructure (roads, parks, plazas, etc)
Landowner of public spaces, Waitemata Plaza, Te Wero Island and Eastern Viaduct
Leaseholder of some property in Wynyard Quarter.

FRAMEWORK AGREEMENT

The mechanism by which Auckland City Council (57%) and Auckland Regional Holdings (43%) will pay for the development of public infrastructure to be owned and maintained by Auckland City Council within the Sea+City Project area.

   AUCKLAND REGIONAL HOLDINGS (ARH)
Statutory investment entity funding regional transport and stormwater programmes; accountable to the ARC
Landowner in Wynyard Ouarter after Ports of Auckland transferred the bulk of the land to ARH
Will retain ownership of the land for benefit of the people of the Auckland region
Facilitates revitalisation of Sea+City Project
Oversees activities of Sea+City Projects Ltd, which acts as ARH's agent.

 JOINT OWNER HEADLAND PUBLIC SPACE

   AUCKLAND REGIONAL COUNCIL (ARC)
Regional planning authority responsible for managing the region's natural and physical resources
Responsible for regional growth and development, regional parks and public transport, air and water quality and natural heritage
In relation to Wynyard Quarter, ARC manages the coastal and marine environment through the Regional Plan: Coastal.
   

   SEA+CITY PROJECTS LIMITED
A wholly-owned special purpose subsidiary of
ARH, and acts as its agent to oversee the day-to-day management and implementation of the
Sea+City Project
Has Board of Directors and employs a specialist management team who will carry out four functions:
- for ARH, facilitation of private sector participation
- for ARH/ACC, implementation of public sector infrastructure
- for ACC, project directorship of Te Wero Bridge construction
- for ACC/ARC, design build and management setup of Point Park.
