Design Concept
The Sea+City Project is a significant regional undertaking and will take over 20-25 years to complete. An immediate goal is to complete the majority of the Jellicoe Street Wharf Axis before Auckland hosts the Rugby World Cup in 2011.

Many things may change over the next 20 years. However, the principles presented here will remain constant and will be reviewed periodically to ensure they are still relevant, while always progressing towards the ultimate vision for the area. The stages of the revitalisation are designed to be flexible and will be delivered in response to changing public expectations, civic requirements, social needs and market demand. Infrastructure to support the new uses will be put in place to coincide with development.

STAGING
The staging plan is driven by the expiry of existing leases. Land development is partially constrained by medium to long-term leases, the majority of which expire between 2016 and 2026. Because of this the development programme will rely on a staged implementation plan. It is estimated that the market capacity for mixed-use development roughly equates to the lease expiry and development programme. The staging plan is provisional and could change due to a range of circumstances.

Phase One of Stage One includes the building of major infrastructure, such as the iconic Te Wero Bridge, the Stormwater Pond and key public open space areas such as Jellicoe Plaza and the North Wharf upgrade.

In conjunction with these developments are the associated street infrastructure upgrades, the establishment of services and public transport facilities.
