PUBLIC SPACES
Establishing diverse public space is an important part of the Urban Design Framework and is one of its seven key principles.
Other key principles include:
- Connecting waterfront precincts
- Providing continuous waterfront access
- Establishing diverse public spaces
- Promoting an active and working waterfront
- Creating appropriate building height, scale and form
- Facilitating a mix of uses and activities
- Providing sustainable transport options.
These principles provide a robust and flexible framework to guide the development of the site.

PUBLIC ACCESS AND CIRCULATION
It is proposed that walking, cycling and passenger transport be the dominant modes of transport within the Sea+City Project area.
Te Wero Bridge will open to enable boat movements to the inner Viaduct Harbour. It will link the Viaduct area with Jellicoe Street and provide direct access from Wynyard Quarter to the Britomart Transport Centre and the lower CBD.
Wherever practicable a safe and sheltered environment for pedestrians will be provided by canopies on buildings.
An extensive water frontage presents many opportunities
for ferry and water taxi services to call at locations around the harbour's edge.
Approximately 2.4 km of newly accessible public waterfront access will be created.

LAND USE
The design framework builds on the existing use of the area by retaining fishing and marine industrial activities.
A range of new uses will be introduced as the bulk liquid storage activities progressively relocate elsewhere.
- The marine area will be centred around
existing facilities on Beaumont Street.
- Fishing industries will be centred around
the existing Sanford and
Moana Pacific operations
on Jellicoe,
Daldy and Madden Streets.
- The Waterfront Axis from Te Wero Island
and extending along Jellicoe Street to
the
west, will become predominantly
mixed-use with entertainment and
retail on the ground level and
commercial above.
- Business and mixed-use residential areas
are integrated amongst the other uses.
Their locations provide for easy access to
central public transport routes, and are
intended to activate public spaces.
