Design Concept
Two plan changes are required to enable the redevelopment of Wynyard Quarter. Auckland City Council, as the local authority and land-use regulator, needs to make appropriate changes to its District Plan to enable new land uses to be implemented. As the area is next to the water and includes wharves and water space, the Auckland Regional Council will make appropriate changes to its Regional Plan: Coastal.

PLANNING CONTROLThe Wynyard Quarter Plan Change area extends from Fanshawe Street through to Wynyard Point.

Auckland City Council's District Plan sets out the use of land, the effect of activities on this land and how they will protect the local environment. It includes taking into account what is valued by the local community, such as trees, open space, heritage sites and scale of development.

Auckland Regional Council's Regional Plan: Coastal relates to the development and protection of the coastal marine area. It will guide the future use and development of the water space and wharves for marine industry, port, commercial, marine events and public use. This includes providing for the development of new buildings on the wharves and a bridge between Te Wero Island and Wynyard Quarter.

OWNERSHIP AND MANAGEMENT
OWNERSHIP AND MANAGEMENT ARH owns the 18.5 ha Sea+City Poject area extending from the north of Pakenham Street to Wynyard Point, within Wynyard Quarter.

Private parties own about 7 ha of land extending from the south of Pakenham Street to Fanshawe Street.

ARH is working closely with Auckland City Council to facilitate the Sea+City Project and together will plan, develop and construct the necessary infrastructure associated with public open space, apart from the headland public space.

The headland public space will be jointly owned by Auckland Regional Council and Auckland City Council. The planning, development and construction of the headland public space will be managed by Sea+City Projects Ltd, on behalf of ARC and Auckland City Council.

Auckland City Council will own approximately 7.2 ha of open public space, including some parks, roads and public spaces within Wynyard Quarter.
