The Design Concepts for Wynyard Quarter establish four big ideas that integrate the site into its waterfront and CBD setting. These concepts respond to the site's present and future urban and landscape conditions and together establish its physical structure. These four concepts are described below.
WATERFRONT AXIS - establishes the waterfront promenade
The Waterfront Axis is the spine of the CBD waterfront and the Sea+City Project area. It extends east to west from
Tamaki Drive and Quay Street, across Viaduct Harbour and into Wynyard Quarter to create the primary linking
element of the waterfront. The Waterfront Axis will be an urban promenade which prioritises pedestrian movement
and environments along the waterfront.
It is hoped that the first stage of this axis will be completed in time for the Rugby World Cup in 2011. Key elements
include a bridge to link the Viaduct Harbour area with Wynyard Quarter, a stormwater treatment pond and the
development of some of the promenade sites.

PARK AXIS - creates a landscape network
The Park Axis establishes the second linking element for Wynyard Quarter by creating a north-south connection between
Victoria Park in the south and Point Park on the waters edge at the tip of Wynyard Point.
This axis follows Daldy Street which will become a 40m wide strip that will connect Victoria Park, both visually and
physically to the harbour.
The public space within Wynyard Quarter includes a series of parks and plazas that maximise connectivity and
access to the water's edge, a large 4.25 ha destination park at Wynyard Point (Point Park) and 2.4 km of new coastal
edge pedestrian access.

WHARF AXIS - connects land and sea
The Wharf Axis runs down the eastern edge of Wynyard Point through Jellicoe Street and then meets Beaumont
Street at the intersection of Madden Street. The axis will function primarily as a pedestrian connection linking part of
the existing marine industry area with the working waterfronts of Wynyard Wharf and Jellicoe Harbour.
The Wynyard Wharf Axis will be linked to the eastern edge of Point Park. The interaction of the wharf, the water and
the park will provide a recreation edge for fishing, walking and a natural vantage point for views of the city
and harbour.

WATERFRONT PRECINCTS
Wynyard Point is characterised by the harbour on three sides. The vision is to create a waterfront destination that
expresses the unique location and maximises public use through interaction with its coastal edges and views.
Jellicoe Precinct will function as the social and cultural heart of Wynyard Quarter and provide the main pedestrian link
to the CBD.
The Central Precinct at the base of Wynyard Quarter will be transformed into a vibrant mixed-use neighbourhood that will be developed around the existing business activities.
The Marine Industries Precinct remains and will support the diversity and maritime character of Wynyard Quarter.
Additional space has been allocated for the anticipated growth of this sector.

WATERFRONT AXIS
- Te Wero Bridge will create a new physical connection to Wynyard Quarter.
- A Marine Events Centre will occupy the existing Halsey Street Extension Wharf site.
Its proximity to the existing Maritime Museum will create a new waterfront cultural precinct.
- The North Wharf structure will continue the pedestrian axis towards Westhaven. This will be activated by waterfront
retail, entertainment and pedestrian activity. The wharf edge will remain accessible to the fishing fleet to create an
active working waterfront experience.
- Jellicoe Street will function as the primary public transport link, activated by retail and commercial activity.
- A Stormwater Pond will serve both a landscape and infrastructural function to enable a sustainable stormwater
management system and will open views to Westhaven Marina.
- Cultural Destination. The western end of the Waterfront Axis is identified as a potential site for a cultural destination.

PARK AXIS
- Point Park will establish a major public space destination at the northern section of Wynyard Quarter.
Its design will support both passive and active uses and will maximise access to the water's edge.
- A Potential Cultural Anchor on the headland public space location creates the opportunity to establish an
architectural icon and a cultural destination that will activate Point Park and celebrate its harbour setting.
- Daldy Street Linear Park will provide a strategic route for public transport, pedestrians and cyclists through
Wynyard Quarter, as well as recreational and social space.
- Jellicoe Plaza is located at the intersection of the Waterfront and Park Axes. This urban space will connect
movements and provide a focus for waterfront activity and gathering.
- Central Park will provide an open space for development between Jellicoe and Fanshawe Streets.
- Victoria Park will be connected via Daldy Street by a direct pedestrian link across
Fanshawe Street.

WHARF AXIS
- Point Park. The Wynyard Wharf Axis will be linked to the eastern edge of Point Park.
- Wynyard Wharf will be activated by retail and commercial activity fronting the wharf. These buildings will
accommodate the infrastructure and services that will support the use of the wharf as berthage for the fishing
fleet and cruise ships.
- Brigham Street will establish a pedestrian and vehicular waterfront street with maritime character and will connect Point Park to the Waterfront Axis.
- The Jellicoe Harbour redevelopment will create the opportunity to establish a working waterfront harbour
that supports the existing fishing industry activities as well as providing a location for water based events.
- Wynyard Plaza will ground the Wharf Axis within the Central Precinct. It will establish an urban plaza space
which orientates pedestrians on to the Wharf Axis and the harbour beyond.

WATERFRONT PRECINCTS
- Point Precinct also includes the redevelopment of Wynyard Wharf. A combination of residential, commercial
and retail activity with a distinct waterfront character will facilitate activation of Wynyard Wharf and the signature
headland public space.
- Jellicoe Precinct is considered as an extension of the existing CBD waterfront and Viaduct Harbour activity.
It will function as the social and cultural heart of Wynyard Quarter and provide the main pedestrian and private transport connection to the
CBD.
- Central Precinct will have retail, commercial and residential development to encompass the existing marine and
fishing industries.
- Marine Industries Precinct will retain its existing marine functions, which service the recreational marine uses of
Wynyard Quarter and Westhaven Marina. Additional opportunities for the marine industries are accommodated
within the adjacent Central and Jellicoe Precincts.
